PayPal isn’t working properly in India. eBay’s electronic payment juggernaut appears to be blocking personal transactions to or from accounts of India-based users. It is reversing personal transactions; transactions involving businesses are still allowed. A reader checked in with us yesterday to let us know PayPal notified him that the company had stopped allowing personal payments to be sent to or from India (full e-mail can be found below). This does not appear to be an isolated incident: see here, here and here for more reports, although we gather commercial payment transactions are unaffected at this point.

This is the standard notification e-mail people are receiving in their inbox:

Hello XXXX,

Your payment of xx has been sent back to the sender of the payment.

We reversed this payment because we have stopped allowing personal payments to be sent to or from India.

If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select “Goods,” and (c) provide a shipping address.

If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India.

We are trying to resolve this issue as quickly as possible and we’re sorry for any inconvenience.

Thank you,
PayPal

Asked for more information, Binary Turf received a meatier but equally vague response from the customer service department:

Dear ,

Thank you for contacting PayPal.

I understand that you want to know why the payment you received for $ USD from is reversed. This payment was sent as Personal. We have stopped allowing Personal Payments to be sent to and from India. We are aware of this issue and I sincerely regret the inconvenience it has caused you. We are trying to resolve this as soon as possible. Below are the details:

Personal Payment – Send Money for India Accounts

India customers are no longer able to see the option to send a Personal payment on the Send Money page · They can continue to use other payment options, such as eBay checkout. If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select ‘Goods’, and (c) provide a shipping address. If this payment was a personal payment, such as a gift to a friend or family member, then we request that you find another payment method until we restore personal payments to and from India.

Although India customers are unable to send Personal payments, they are still receiving Personal payments from Non India customers. In order to stop ALL Personal payments TO and FROM India accounts, we have started reversing Personal payments sent by Non India customers starting today. (the only exception will be in cases where the buyer has included a shipping address – we don’t want to delay any shipment of goods) · Emails will be sent to both sender and recipient to let them know why the money was returned and what options they have to proceed forward. (see attached for examples)

We are also in the process of implementing a change on the website to automatically stop the payment from processing, rather than waiting to reverse the payment. We will send you additional updates as soon as we have more details. The Personal payment option on the International Send Money page has been updated and India has been removed from the ‘select a country’ drop down list.

If the payment was for a purchase of goods or services, and not a personal payment, then the buyer may resend the payment to the seller by following these steps on the PayPal website: (a) click the Send Money tab, (b) select ‘Goods’, and (c) provide a shipping address.

I’ll be glad to hear from you if you need clarification, please email us again and we will try our best to give you immediate answers. Thank you for choosing PayPal for your online payment needs. We appreciate your business. The wording seems to suggest that this is a temporary decision, but it’s still unclear why the company decided to take such drastic measures with no prior warning on policy changes whatsoever, and why this appears to be occurring in India only.

Recently, i was planning to launch a site and i am also aware of certain things like Domain name, hosting and a web designer that are need to launch a site. These are the basic things that are need to launch a website. As far as domain name is concerned you just need to think and find a domain name that will better suite our site category and which is more relevant to it. Choosing a good domain name will be tiresome most of the time. I already own some 3 domains so i know how much pain we should take to choose a good domain name. Then you need to get a good, professional web designer to design your site. One of my friend is a good designer, most of my sites layout are done by him and he is reliable indeed. Now comes the most important part, finding the best web hosting. There are hell a lot of web hosting companies out there, who are striving to get you as their customer. You need to take a look at the rate and what all features including email hosting that the host provides for your valuable money. All the web hosting services available are reliable and have a dedicated server, various details like price and disk space provided are listed in detail. The vps hosting supports all the platforms like php, mysql, frontpage, WordPress installed in the domain. This site reviews each webhost by the price, quality, performance and features with information on the monthly fee, disk space, scripting and database highlight. Visit the site for any any further details regarding different Web hosting companies and their plans. Just enjoy the world of Blogging.

Google Maps has just launched a new and nifty feature: suggestions of similar places to your search query in maps. So if you search for Best Buy in your designated area, Maps will suggest (in the more information tab) nearby businesses and places that might be of interest to you, such as other Best Buy stores in the area. Apparently, suggestions to places aren’t based on a specific characteristic. Google uses a “broad set of signals” to deliver recommendations. Google says they are working on the technology and from my experience, it’s definitely rough. For a search for Best Buy in Chicago, I received recommendations for any businesses that had the terms “Best Buy” in it. Once the feature’s technology is streamlined, it should be a pretty useful addition to any search. It would be especially useful when searching for hotels, restaurants or bars in a given area. Google Maps will also be rolling out another compelling feature soon: Store Views.Similar to street views, Google Store Views will allow people to visually walk into the store from Maps.

Earlier this week we reported that Motorola would be gearing up for an Android 2.1 update for the DROID. Oops! It turns out that it might not be coming that soon after all. And here we were etching notches into the wall as we counted down the days. Even after announcing that the update would be available this week on its Facebook page, Motorola won’t be dishing out the much-anticipated Android 2.1. this week as Motorola said it was a bit premature on their part (no kidding?!) but it will be coming soon. Sorry to disappoint, DROID owners! In an e-mail to PhoneScoop, Verizon said, “The Droid over-the-air software upgrade is expected to rollout soon. It will automatically be pushed to phones when ready and Verizon Wireless customers will only have to accept the free download for continued use and enjoyment of this feature packed device.”

However you feel about the TED conference, you’re probably going to be a little bit more jealous that you’re not there after reading this. According to tweets coming out of the conference, Google just had an Oprah moment mid-show and gave everyone in attendance a free Nexus One. At $6,000 a pop for tickets, the majority of folks attending the conference probably aren’t exactly digging through their couch for change – but considering how many influential or otherwise powerful folks are there, it’s probably not a bad investment on Google’s part.

Nexus One owners have been griping about the device’s 3G connectivity issue since its release, and Google felt your pain and came to the rescue (even though they did sorta blame T-Mobile’s small 3G footprint for this). Or so we thought. After releasing an over-the-air update which was intended to resolve this problem, users are still reporting bugs. One Nexus One owner reported that simply placing his hand on the lower-left side of the phone would cause his device to switch from 3G to EDGE. It screams “hardware issue” to us, but let’s hope that another software fix will take care of this. Otherwise, it could turn into a sticky situation for Google, and maybe even HTC, the phone’s manufacturer. Check out the video below and see for yourself.
